As stated in Section R108.1 of the 2012 International Residential Code, a permit shall not be valid until the fees prescribed by law have been paid, nor shall an amendment to a permit be released until the additional fee, if any, has been paid.

In both Chapter 1, Section 109 (A) 109.4 of the 2012 International Building Code and Chapter 1, Section R108.6 of the 2012 International Residential Code, both of which pertain to any work commencing before permit issuance, the following is stated:

Any person who commences work requiring a permit on a building, structure, electrical, gas, mechanical or plumbing system before obtaining the necessary permits shall be subject to a fee established by the applicable governing authority that shall be in addition to the required permit fees.  The City of Spanish Fort assesses a penalty on each delinquent permit issued by doubling the normal permit fee.  It is the applicant's responsibility to acquire a permit prior to the commencement of work.  If the applicant is not sure if the job location is within the corporate limits of the City of Spanish Fort, they are encouraged to call the Building Department for a determination.  Inspections will not be scheduled for any work which has not been permitted.
